I stumbled on Wired News: Cell-Phone Shushing Gets Creative. They highlight work by, among others, a Chicago designer who's prepared "annoyance cards" you can hand to the gabbing cellphoner. They've also formed a "Society for HandHeld Hushing" (SHHH). Print out the PDF and carry a few of their cards the next time you go out! ;-)
